Decentralisation Reforms in Ghana: The Experiences of the Fifth and Sixth Governments of the Fourth Republic
What were the decentralisation reforms? What did they consist of? What were their origins? Who authorised them? What were their outcomes? What Impact have they had on the local governance and decentralisation landscape In Ghana?
The answer to the first question is that they were new initiatives and innovations designed to accelerate the pace of and improve upon decentralisation implementation in Ghana.
The answer to the second question is that they consisted of a National Decentralisation Policy Framework and a National Decentralisation Action Plan I (2010-2014) and II (2015-2019), an Inter-Ministerial Coordinating Committee on Decentralisation (IMCC), an expansion in the number of districts, a consolidated Local Governance Act, a re-branding of the Office of the Head of Local Government Service, the operationalisation of the Local Government Service and the introduction of a system of Inter-Service/Inter-Sectoral Collaboration and Cooperation. It also covered the enactment of National Development Planning (System) Regulations and a Land Use and Spatial Planning Act, the introduction of a Regional Integrated Budget System (RIBS) and blueprints for an Inter-Governmental Fiscal Framework (IGFF) and an Inter-Governmental Fiscal Transfer (IGFT) system.
The answer to the third question is that the reforms were traceable to the 2008 manifesto of the National Democratic Congress (NDC), the party which won the Presidential and Parliamentary elections of 2008 and 2012 and therefore formed the Fifth and Sixth Governments of the Fourth Republic.
The answer to the fourth question is that the reforms were authorised by Presidents John Evans Atta Mills and John Dramani Mahama who successively were Presidents of the Fifth and Sixth Governments of the Fourth Republic.
The answer to the fifth question about outcomes is the new structures, procedures and processes for decentralisation implementation, the improved quality of human resources in the local government sector, and the more efficient systems of checks and balances in the sector.
The answer to the sixth question lies in the District Assemblies (MMDAs), the better service delivery by the Metropolitan, Municipal and of service delivery, the renewed interest in local governance by the citizenry and the claro Si rate reforms such as the elections of Metropolitan, Municipal and District Chief Executives (MMDC Wand making the MMDAs partisan.
These and answers to other questions posed by the reforms are answered in this book by the two people who should know, namely, the authors Professor Kwamena Ahwoi and Dr Callistus Mahama.
Professor Kwamena Ahwoi is the longest-serving Minister of Local Government and Rural Development in Ghana (1988-2000). He was the Chairman of the High Level Strategic Task Force that produced the Decentralisation Policy Frameworks and Action Plans, He chaired the Legislative Review Task Force that resulted in the enactment of the Local Governance Act, 2016, Act 936 and was consultant to both the Ministry of Local Government and the IMCC during the period.
Dr. Callistus Mahama was a member of the High Level Strategic Task Force, a member of the Legislative Review Task Force, the Executive Coordinator of the IMCC and the Head of the Local Government Service during the period.
The two authors therefore write from a position of knowledge and experience and this is reflected in the contents of the book.

Tanzania was on its way to new growth potentials and a vibrant private sector-led economy.

Flight Lieutenant Jerry John Rawlings burst on the Ghanaian political scene with a failed military mutiny on May 15th, 1979. On June 4th 1979, following a successful uprising staged by junior officers and other ranks of the Ghana Armed Forces, he emerged as the Chairman of the Armed Forces Revolutionary Council (AFRC) which ruled Ghana for three months and handed over to a civilian constitutional government on 24th September 1979. On 31st December 1981, he overthrew the constitutional government and formed the Provisional National Defence Council (PNDC) as the Government of Ghana. He was elected a constitutional President in 1992 and assumed office as such on 7th January 1993. He served two terms as President of the Republic of Ghana, finally leaving office on 6th January 2001.
Jerry John Rawlings is an enigma. It was a privilege working with him and being close to him. He and I went through many exciting experiences together. I have documented some of those experiences in this book. But there are many other experiences which I have not documented either because they belong to the realm of confidentiality or of privacy. What I have documented, however, is enough to give present and future leaders some ideas about governance at the highest levels; the dos and don’ts of governance; the skills required for governance and the importance of human relations as a leadership trait.
This is not a book about Jerry John Rawlings. It is not a book about Kwamena Ahwoi. It is not a book about the PNDC. It is not a book about the NDC. It is a book about Kwamena Ahwoi working with Jerry John Rawlings; our working relationship; our ups and downs and our joint commitment to building a better Ghana than the one we found it. Somewhere along the line, we drifted apart. This book is about that as well. It is my hope that Ghana’s leaders of today and our leaders of the future will learn some lessons from my account of Working with Rawlings, leaving out the negatives and accentuating the positives.

This memoir — part historical and part autobiographical — traces the author’s involvement with the final phase of petroleum exploration in Ghana, a journey that took over a century, beginning with the first onshore well in 1896. It has been a most interesting journey, with many twists and turns.
In the early days of the existence of the Ghana National Petroleum Corporation, there were various myths and half-truths about the presence or absence of commercial quantities of oil and gas in the basins of the Ghana.

- Ghana would never find oil until the gods of Nzemaland and the Volta Region had been pacified

A major seismic interpretation of the Cape Three Points sub-basin of the Western Region, in 1992, would turn out to be the watershed of this new brave phase of exploration in Ghana.
The book was finally launched in Ghana in April 2022.
Hopefully, going to the heart of the matter should help future generations of ordinary Ghanaians, politicians and explorationists understand what it took to make Ghana a petroleum producing country, just in case the country was afflicted by the “Dutch disease.”

The Makings of A Diplomatist: The Memoirs of Alexander Quaison-Sackey (Hardcover)
The book is a thrilling – albeit incomplete – life story, elegantly written. Starting from the author’s elementary school days at his birthplace, Winneba, where he obtained a distinction certificate at the Standard 7 school leaving Examinations, the Book takes the reader through the author’s sojourn at Mfantsipim Secondary School where he became Senior Prefect in his final year through Achimota College, where he became President of the Students’ Christian Movement (SCM), through Exeter College Oxford University where he served as President of the West African Students’ Union (WASU) through his years as a Labour officer in Ghana, his training as a pioneer career diplomat followed by a two-year stint as Head of Chancery in the Ghana High Commission in London up to his appointment as Ambassador and Permanent Representative to the United Nations where he created history by becoming the First Black African to assume the Presidency of the UN General Assembly. A discerning factor in this historical account is obviously the author’s natural leadership endowment which was manifested again later in his accession to the lay Presidency of the Methodist Church of Ghana (not recorded in the Book).
The greater part of the Book gives an exciting and insightful bird’s eye view of the author’s exertions at the UN during his tenure as Ambassador and Permanent Representative on such then burning issues as decolonisation, the Congo Crisis, Apartheid in South Africa, Cuban Missile Crisis, Arab-Israeli Conflict and the UN Financial Crisis of 1964 which nearly paralysed the Organisation. These are all issues of historical interest, particularly for research students in international affairs.
The book ends with the author’s post-UN appointment as Foreign Minister of Ghana, his later incarceration, and subsequent release which enabled him to proceed to London to complete his law studies. Altogether a very interesting and instructive personal history that makes compelling and absorbing reading.

The Law of Mortgages in Ghana
The Law of Mortgages in Ghana discusses the Law relating to the use of immovable property as security for the repayment of a loan or the performance of some other obligations. It explores the historical contours of mortgages tracing its evolution from ancient Roman times through its development in English Law and how it was received in Ghana as a legacy of colonization as well as statutory interventions in Ghana. It discusses the various ways in which a mortgage may be created under Ghanaian Law as well as the essential characteristics of a mortgage and the incidents captured in the maxim “once a mortgage, always a mortgage”.
In this regard, it also discusses the nuances and legal ramifications of mortgaging marital property or property belonging to a spouse, particularly married women, as well as the considerations of independent legal advice leading to the conclusion of a mortgage transaction.
This book also addresses the remedies available to a mortgage in the event of default. The remedies discussed include suing the mortgagor on his personal covenant to perform; sale of the mortgaged property (judicially and statutorily); exercise of the right of possession; and the appointment of a Receiver. These discussions are done in the context of the various relevant statutes such as the Mortgages Act, 1972 (NRCD 96), the Home Mortgage Finance Act, 2008(Act 770) and the Borrowers and Lenders Act, 2008 (Act778). It also discusses the vexed question of priority of mortgages which determines the sequence in which competing claims over a mortgaged property or sale proceeds of a mortgaged property are settled, particularly in the event that the proceeds of sale are not enough to pay all mortgages. Furthermore, it discusses technical concepts relating to priority of mortgages such as tacking, consolidation, marshaling, exoneration and contribution.
The book also treats the subject of transfer of mortgages by both the transferor and transferee; redemption of mortgages; and pledges. The last chapter of the book is the practitioner’s chapter which focuses on the intricacies of a mortgage action.

West to East: My East African Sojourns
West to East is about the author’s experiences in two East African countries, Kenya and Uganda.
After a successful interview in December 2016, the author was offered the appointment of CEO, African Peace Support Trainers’ Association in Kenya. Surprisingly, he developed cold feet. He had to be coaxed, cajoled and “ordered” to take the job in 2017.
The author’s premonition turned right when he arrived in Kenya to find an organization torn-apart by internal/external politics, personality conflicts and without money. The three-year offer ended in less than a year.
For a continent struggling for unity, this experience was unfortunate.
Earlier, between 2008 and 2009, the author had served in Uganda as Senior Military Adviser to former President Joaquim Chissano of Mozambique. He was UN Secretary-General Kofi Annan’s Special Representative for the Lord’s Resistance Army-Affected Areas of Uganda, Democratic Republic of Congo, South Sudan and the Central African Republic. A summary of the author’s experience in Uganda is provided.
Nana Kwasi Gyan-Apenteng describes the book as “a good textbook or supplementary-reader for people in all disciplines, but will be indispensable for professional and lay-people seeking information about Peacekeeping and International Multilateral responses to crisis.”
