Decentralisation Reforms in Ghana: The Experiences of the Fifth and Sixth Governments of the Fourth Republic
What were the decentralisation reforms? What did they consist of? What were their origins? Who authorised them? What were their outcomes? What Impact have they had on the local governance and decentralisation landscape In Ghana?
The answer to the first question is that they were new initiatives and innovations designed to accelerate the pace of and improve upon decentralisation implementation in Ghana.
The answer to the second question is that they consisted of a National Decentralisation Policy Framework and a National Decentralisation Action Plan I (2010-2014) and II (2015-2019), an Inter-Ministerial Coordinating Committee on Decentralisation (IMCC), an expansion in the number of districts, a consolidated Local Governance Act, a re-branding of the Office of the Head of Local Government Service, the operationalisation of the Local Government Service and the introduction of a system of Inter-Service/Inter-Sectoral Collaboration and Cooperation. It also covered the enactment of National Development Planning (System) Regulations and a Land Use and Spatial Planning Act, the introduction of a Regional Integrated Budget System (RIBS) and blueprints for an Inter-Governmental Fiscal Framework (IGFF) and an Inter-Governmental Fiscal Transfer (IGFT) system.
The answer to the third question is that the reforms were traceable to the 2008 manifesto of the National Democratic Congress (NDC), the party which won the Presidential and Parliamentary elections of 2008 and 2012 and therefore formed the Fifth and Sixth Governments of the Fourth Republic.
The answer to the fourth question is that the reforms were authorised by Presidents John Evans Atta Mills and John Dramani Mahama who successively were Presidents of the Fifth and Sixth Governments of the Fourth Republic.
The answer to the fifth question about outcomes is the new structures, procedures and processes for decentralisation implementation, the improved quality of human resources in the local government sector, and the more efficient systems of checks and balances in the sector.
The answer to the sixth question lies in the District Assemblies (MMDAs), the better service delivery by the Metropolitan, Municipal and of service delivery, the renewed interest in local governance by the citizenry and the claro Si rate reforms such as the elections of Metropolitan, Municipal and District Chief Executives (MMDC Wand making the MMDAs partisan.
These and answers to other questions posed by the reforms are answered in this book by the two people who should know, namely, the authors Professor Kwamena Ahwoi and Dr Callistus Mahama.
Professor Kwamena Ahwoi is the longest-serving Minister of Local Government and Rural Development in Ghana (1988-2000). He was the Chairman of the High Level Strategic Task Force that produced the Decentralisation Policy Frameworks and Action Plans, He chaired the Legislative Review Task Force that resulted in the enactment of the Local Governance Act, 2016, Act 936 and was consultant to both the Ministry of Local Government and the IMCC during the period.
Dr. Callistus Mahama was a member of the High Level Strategic Task Force, a member of the Legislative Review Task Force, the Executive Coordinator of the IMCC and the Head of the Local Government Service during the period.
The two authors therefore write from a position of knowledge and experience and this is reflected in the contents of the book.

Working with Rawlings
Flight Lieutenant Jerry John Rawlings burst on the Ghanaian political scene with a failed military mutiny on May 15th, 1979. On June 4th 1979, following a successful uprising staged by junior officers and other ranks of the Ghana Armed Forces, he emerged as the Chairman of the Armed Forces Revolutionary Council (AFRC) which ruled Ghana for three months and handed over to a civilian constitutional government on 24th September 1979. On 31st December 1981, he overthrew the constitutional government and formed the Provisional National Defence Council (PNDC) as the Government of Ghana. He was elected a constitutional President in 1992 and assumed office as such on 7th January 1993. He served two terms as President of the Republic of Ghana, finally leaving office on 6th January 2001.
Jerry John Rawlings is an enigma. It was a privilege working with him and being close to him. He and I went through many exciting experiences together. I have documented some of those experiences in this book. But there are many other experiences which I have not documented either because they belong to the realm of confidentiality or of privacy. What I have documented, however, is enough to give present and future leaders some ideas about governance at the highest levels; the dos and don’ts of governance; the skills required for governance and the importance of human relations as a leadership trait.
This is not a book about Jerry John Rawlings. It is not a book about Kwamena Ahwoi. It is not a book about the PNDC. It is not a book about the NDC. It is a book about Kwamena Ahwoi working with Jerry John Rawlings; our working relationship; our ups and downs and our joint commitment to building a better Ghana than the one we found it. Somewhere along the line, we drifted apart. This book is about that as well. It is my hope that Ghana’s leaders of today and our leaders of the future will learn some lessons from my account of Working with Rawlings, leaving out the negatives and accentuating the positives.

Oxford Street, Accra: City Life and the Itineraries of Transnationalism
In Oxford Street, Accra, Ato Quayson analyzes the dynamics of Ghana’s capital city through a focus on Oxford Street, part of Accra’s most vibrant and globalized commercial district. He traces the city’s evolution from its settlement in the mid-seventeenth century to the present day. He combines his impressions of the sights, sounds, interactions, and distribution of space with broader dynamics, including the histories of colonial and postcolonial town planning and the marks of transnationalism evident in Accra’s salsa scene, gym culture, and commercial billboards.
Quayson finds that the various planning systems that have shaped the city—and had their stratifying effects intensified by the IMF-mandated structural adjustment programs of the late 1980s—prepared the way for the early-1990s transformation of a largely residential neighborhood into a kinetic shopping district. With an intense commercialism overlying, or coexisting with, stark economic inequalities, Oxford Street is a microcosm of historical and urban processes that have made Accra the variegated and contradictory metropolis that it is today.
“Oxford Street, Accra offers a fresh portrait of a rising African metropolis by one of the most original and skilled critics of the African condition. Deeply researched and packed with detail and bold in scope and analysis, Oxford Street, Accra is a unique addition to the growing body of work on contemporary African Urbanism. This extraordinary book shows the extent to which the future of urban theory might well lie in the global South.” – Achille Mbembe, author of Critique de la raison négre.

Dark Days in Ghana
Kwame Nkrumah, foremost exponent of African unity and socialism, never saw Ghana in isolation from the rest of Africa or from the world revolutionary struggle.
In Dark Days in Ghana, he exposed the true nature of the military-police dictatorship that was established after the overthrow of Ghana’s Constitutional Government on 24th February 1966, setting the event in the context of the wider continental and world situation.
Dark Days in Ghana demolishes the “big lie” that Ghana had needed to be rescued from “economic chaos”. Nkrumah recounts the systematic sell-out of Ghana’s assets to neo-colonialist interests by the military-police junta, and the subsequent reduction of Ghana from democratic statehood to the humiliating position of neo-colony.
Since this book was first published, Ghana has had several governments − military and civilian. None have succeeded in restoring Ghana to the position it occupied in Africa and the world during Nkrumah’s stewardship.
This and other works of Nkrumah demonstrate the accuracy of Nkrumah’s political and philosophical vision, and the clarity of his understanding of the problems and possibilities for all those resisting oppression and exploitation throughout the world, and for the continuing development of continental African unity.

This book is an indispensable resource! It is an account of the life and works of Kofi Abrefa Busia, a world-renowned scholar and politician whose story is inextricably merged with that of Ghana.

We can be confident that, in the years that lie ahead, his importance will become increasingly evident. As thinker, teacher and statesman, he was an outstanding leader.” — St Antony’s College, Oxford University, UK

Justice Denied
This book was written soon after the suspects of the murder of the Ya-Na were arrested.
The author followed the unveiling accounts of the murder of the Ya-Na,the commitment and indictment proceedings at the Magistrate Court. He also followed the trial of the accused persons at the High Court.
The search for Justice for the Ya-Na became a judicial drama and a political football instead. Some key players in the search exhibited palpable incompetence and nonchalance while others showed unpardonable bias in the performance of their judicial and legal duties. In resistance to the search for justice all kinds of novel and spurious legal arguments were raised ,including the issue of when does a confession have effect in law even if it is freely given?
“Another spurious legal issue raised was the fact of the Ya-Na’s death .In recognition of his service to his nation and traumatic murder, the Republic of Ghana gave Naa Yakubu II a state burial on 10th April,2016. Yet in order to deny him justice and to make the law seem to be an ass,the fact of his death and identity of his body became issues in the trail of persons accused of murdering him. This kept the ordinary Ghanaian wondering where the implementers of the law were taking the country. In the end the Ya-Na was denied Justice”.

The Destiny of A Horse Boy
The Destiny of a Horse Boy, an autobiography, tells Mahama’s story of growing up as a member of the nobility in an Africa of bygone days. Raised by his grandparents, Mahama, an exceptional boy, starts life in the parched and inhospitable landscape of Northern Ghana, a far flung place that is thoughtfully, even lovingly, brought to life through the words of this prolific author.
His hunger to go to school, to be educated, to rise above his time and place, is so powerful that he runs away from home, travelling in cars that can sometimes go no faster than eight miles an hour, in decrepit trucks, on unreliable ferries and pontoons, past menacing wild animals, ultimately to present himself at a school and beg for admission. Once accepted, he studies through school holidays, excels at nearly every undertaking, and proves himself to be a remarkable young man. At a time when the literary rates were in the single digits, Mahama goes on to become a lawyer and a politician of influence and note, thanks to his integrity and his desire to better his country and the lives of his fellow countrymen in Ghana.
The Destiny of a Horse Boy delineates the steps from colonial rule to self-rule in Mahama’s beloved Ghana. He tells of violent, warring royal clans, the worst kinds of political jockeying and bloodshed at the hands of government lackeys, politicians and leaders who quite literally risk theirs lives in their quests for power.
This resourceful and accomplished man has left an indelible mark on Ghana and global politics.

My Time My Nation: The Autobiography of Prof. George Benneh
Professor Benneh’s life story reflects the promise of the country he serves so faithfully. It captures the anticipation of the pre-independence years, the disillusionment of the forays into military rule, and the integrity of the return to civilian rule with many painful lessons learnt. Indeed, as he recalls his early years with his father on the campaign trail, he presents the mixture of excitement, superstition, and euphoria as the Gold Coast transitions into an independent country ad later the Republic of Ghana.
The author narrates his years of preparation with an impressive roll of mentors and acquaintances—Mr. Gbeho, Professor Steele, Professor Manshard. K.A. Busia, J.B. Danquah, Krobo Edusei, K.A. Gbedemah, Otumfuor Osei Tutu II, Osagyefo Dr. Kwame Nkrumah.
Through out the autobiography the reader is conscious that the astute politician is also an astute scholar—lecturer, researcher, administrator. As he brings his analytical acumen to his performance of his responsibilities as Head of Department, Pro Vice-Chancellor and, finally, Vice Chancellor, Professor Benneh demonstrates a unique ability to move seamlessly between two worlds often considered incompatible.
The autobiography provides a vivid account of an enviable range of experiences from the author’s childhood in Brong-Ahafo region, through conferences in some of the most exotic locations in the world. Yet, he always remains the family man, devoted to his covenant wife, children, grandchildren, wider family and the abiding reliance and trust in his Maker. The autobiography ends with the octogenarian’s tribute to his late father who was his first and best mentor and inspired him reach beyond the sky.
Professor Benneh presents a career that few can equal and recounts his successes as well as his shortcomings with candour and great courage.
The history of a great nation is presented by an insider — that could be enough incentive to read this book. Always more than a historical account, the reader sees the life of a great man who continues, even in adversity, to write a story that will inspire people of all ages, political ties and religious faiths.

Motherhood 101: A memoir of my experience as a newlywed juggling pregnancy/motherhood, marriage, work and a social life
If babies could talk, they would say their mother was God.
One of the miracles of the human story is positively the nurturing capabilities of mothers. Beyond carrying that pregnancy for nine months and eventually bringing it forth, mothers go through a whole complex regimen every day to sustain the fledgling human life while taking care of themselves and their home. No wonder some allude mystical powers to the process of childbirth.
But whether supernatural or superwoman, motherhood is an amazing passage that has kept mankind populating Planet Earth. And when one woman steps out to catalogue her own moments of indescribable joy and heart-wrenching pain, the result is this wonderful gift of a book.
Amma Agyeman-Prempeh’s work is based on a selfless narrative of the most intimate encounters of motherhood set in a cosmopolitan environment. In the midst of all the juggling, the triumphant twins of love and courage rise and rise.

A Danish Jew in West Africa: Wulff Joseph Wulff Biography And Letters (1836-1842)
Wulff’s life history is of considerable interest in itself. In her biographical essay (Part I) Selena Axelrod Winsnes portrays him as a ‘marginal man’: being a Jew in Denmark at the beginning of the 19th century was to some extent an uphill struggle for those who sought public recognition, and Wulff did not escape discrimination in his administrative career at Christiansborg either, although special circumstances allowed him to hold important positions, and yet, only for the short term.
Paradoxically, on his arrival to the Gold Coast Wulff — as a Jew — was placed in a middle position in the racial hierarchy dominating the mind-set of his superiors in Copenhagen — between Africans and Europeans. In many respects he shared the fate of Euro-Africans, straddling two worlds and being ‘sealed off’ from the top echelons of the European establishments on the Coast.
This book comprises two parts. The first is a biographical presentation of Wulff Joseph Wulff , a Danish Jew. It is an essay concerning the last six years of his life, spent on the Gold Coast of West Africa, based on letters he wrote to his family in Denmark. Those letters were published in 1917 as Da Guinea var Dansk [When Guinea was Danish], by Carl Behrens, a member of his family in Denmark. The second part of the book is an edited translation of the letters from Danish into English.

Closing the Books: Governor Edward Carstensen on Danish Guinea (1842-50)
Sitting on the terrace of the royal plantation Frederiksgave, his favourite retreat, Governor Edward Carstensen came to see the inevitable: Denmark had to give up her “possessions” in Africa. As fate would have it, he came to be the instrument by which two centuries of Danish involvement on the Gold Coast was terminated, thereby making way for the emergence of the colonial system that developed there.
After the abolition of the slave trade, Denmark had struggled to find ways and means to legitimate her continued stay at the Coast. At an early stage the Danes initiated a number of attempts to establish experimental plantations to cultivate export crops such as cotton, coffee and sugar. But a transition from slave trade to “legitimate” products required stability and peace, and a need for control, which the rather limited Danish presence was not able to maintain.
Closing the Books comprises a compilation of the official reports that the last Danish Governor sent home during his term of office at the Gold Coast. The reports reflect his personal views regarding the economic and political situations there, as well as his ideas on the “civilization of Africa”.

Voices of Ghana: Literary Contributions to the Ghana Broadcasting System, 1955-57 (Second Edition)
Ghana’s first radio programme of original literature, Singing Net, began in 1955 as part of the development of a national radio station in the years leading to independence in 1957. Its centralaim was to bring Ghanaian writers to the forefront of cultural programming as part of the Africanisation of radio in Ghana. It was a critical cultural expression of the radical changes that were unfolding across the colonial world. The programme successfully introduced listeners to a series of pioneering Ghanaian authors who would go on to become significant figures of Anglophone West African literature in the early postcolonial decades: Efua Sutherland, Frank Parkes, Amu Djoleto, Geormbeeyi Adali-Mortty, Albert Kayper-Mensah, Kwesi Brew, Cameron Duodu, J.H. Nketia and many others.
The anthology, Voices of Ghana (1958) is a collection of the poetry, short stories, play scripts and critical discussions that were aired on the Gold Coast (later Ghana) Broadcasting System (1954-1958).Both Singing Net and Voices of Ghana were edited by the BBC producer, Henry Swanzy.
The context of Ghana’s independence, the singularity of the anthology’s history, and the significance of many of the writers all contribute to the importance of this text. This second edition is a timely intervention into recent debates within postcolonial studies and world literature on the importance of broadcast culture in the dissemination of “new literatures” from the colonial world. It includes an unabridged version of the 1958 text, a new introduction and footnoted annotations, which draw on extensive research undertaken in Ghana and Britain. It will appeal to a general readership with an interest in Ghanaian literature, 1950s broadcast culture, the figure of Dr Kwame Nkrumah and the making of a national literature in the era of decolonisation, as well as engaging scholars. The new edition presents a deeply insightful and engaging history of Voices of Ghana and reintroduces the original works on the occasion of the anthology’s 60th anniversary.
