Leadership and the Challenges of Command: The Ghana Military Academy Experience
Brigadier General Daniel Kwadjo Frimpong was born on 2 February 1953 in Accra. He had his Secondary School Education at Mfantsipim School and the Ghana Secondary Technical School and had his first degree from the University of Ghana, Legon, where he also served as a Teaching Assistant for a year.
He also has an M.A. in Public Administration from Carleton University, Ottawa (Canada) and studied Strategic Planning and Management at GIMPA.
Brigadier General Frimpong had his basic Military Training at the Ghana Military Academy and the Cadets Training School in Canada and was commissioned on 21st July, 1973. He undertook a host of Professional Military Courses including the Senior Command and Staff Course in Jaji-Kaduna (in Nigeria). Brig. Gen. Daniel Frimpong has had varied experiences including service with the United Nations in peace-keeping operations in the Sinai, Lebanon and Cambodia. He was a member of the Consultative Assembly, which drew the constitution for the Fourth Republic.
He has been a Directing Staff in both Ghana and Nigeria at the Senior Command and Staff Colleges prior to being the Commanding Officer of the Ghana Military Academy, the singular experience out of which this book has emerged. He is currently the Military Attache at the Permanent Mission of Ghana to the United Nations in New York.
In this book Brigadier General Daniel Frimpong extensively discusses virtues, that is the excellences of character that is crucially important not only to military leadership and command but to all kinds of Leadership. Though his views and recommendations were derived from his experience as the Commanding Officer of the Ghana Military Academy, they apply to leadership outside the barracks.
Among the qualities emphasised are firmness, integrity and determination to adhere to principles and the ability for quick and correct assessment of unexpected situations. His analyses are incisive and convincing.
There is a lot to learn from this book on how to come to grips with quandaries of leadership.

West to East: My East African Sojourns
West to East is about the author’s experiences in two East African countries, Kenya and Uganda.
After a successful interview in December 2016, the author was offered the appointment of CEO, African Peace Support Trainers’ Association in Kenya. Surprisingly, he developed cold feet. He had to be coaxed, cajoled and “ordered” to take the job in 2017.
The author’s premonition turned right when he arrived in Kenya to find an organization torn-apart by internal/external politics, personality conflicts and without money. The three-year offer ended in less than a year.
For a continent struggling for unity, this experience was unfortunate.
Earlier, between 2008 and 2009, the author had served in Uganda as Senior Military Adviser to former President Joaquim Chissano of Mozambique. He was UN Secretary-General Kofi Annan’s Special Representative for the Lord’s Resistance Army-Affected Areas of Uganda, Democratic Republic of Congo, South Sudan and the Central African Republic. A summary of the author’s experience in Uganda is provided.
Nana Kwasi Gyan-Apenteng describes the book as “a good textbook or supplementary-reader for people in all disciplines, but will be indispensable for professional and lay-people seeking information about Peacekeeping and International Multilateral responses to crisis.”

Local Government and Decentralisation in Ghana
Developments since the publication of the First Edition of this book in 2010 have compelled the revision and publication of this Second Edition.
In 2011, the Fifth Government of the Fourth Republic launched a new ‘National Decentralisation Policy Framework’ (NDPF 1) and an accompanying National Decentralisation Action Plan’ (NDAP 1). The Local Government Service was operationalised in the same year, resulting in the migration of over 30,000 civil servants from the Civil Service to the Local Government Service.
Prior to these, the Local Government Departments of District Assemblies) (Commencement) Instrument, 2009, L.1. 1961, had been enacted, allowing for the conversion of the de concentrated Departments at the district level into devolved Departments of the District Assemblies. The Local Government (Urban, Zonal and Town Councils and Unit Committees) (Establishment) Instrument, L.1. 1967, was enacted in 2010. The long-awaited Composite Budget was introduced in 2012.
With the expiry of the NDPF 1/NDAP I in 2014, a new NDPF 11/NDAP 11 was launched in 2015 for the period 2015-2019.
A new Local Government (Sub-Metropolitan District Councils of Metropolitan Assemblies (SMDCs)) (Establishment, Composition and Functions) Instrument, 2015. 11. 2223, was enacted to provide for uniform composition and functions for the SMDCs in all the six Metropolitan Assemblies.
A National Development Planning (System) Regulations, 2016, enacted to support the National Development Planning and Act, 1994, 148. A Land Use and Spatial Planning Act, 2016, Act 925, was passed to establish a Land Use and Spatial Planning Authority and to devolve the Department of Country Planning to the MMDAs.
The disparate laws on local government were consolidated into one Local Governance Act, 2016, Act 936. A new Sports Act 2016, Act 934 and a new decentralised National Youth Authority Act 939 were also enacted.
It is these reforms that the Second Edition of the book has sought to capture, in addition to some elaborations on some of the theoretical underpinnings of local government and decentralisation in Ghana. The sections of Acton Civil Society Organisations and Non-State Actors and Women in Local Governance have been improved. Some aspects of the proposals of the Constitutional Review Commission on local government and decentralisation have been used. Some textual changes have also been made.

Selena Axelrod Winsnes has been engaged, since 1982, in the translation into English, and editing of Danish language sources to West African history, sources published from 1697 to 1822, the period during which Denmark-Norway was an actor in the Transatlantic Slave Trade. They provide important insights into the cultural baggage the enslaved Africans carried with them to the America’s.
One of the books, L.F. Rømer’s A Reliable Account of the Coast of Guinea was runner-up for the prestigious International Texts Prize awarded by the U.S. African Studies Association.

Born on 17th September 1952 in Sakyikrom near Nsawam in Ghana’s Eastern Region, Dr. (Mrs.) Felicia Boateng Danquah (nee Akotua) is the third of five children born to her parents, Mr. Jonas Akotua and Mrs. Clara Akotua.

Nana Otuo Siriboe II, 1971-2021: Fifty Years of Distinguished Service to Juaben, Asanteman and Ghana

Nana Otuo Siriboe II was enstooled as Juabenhene – Paramount Chief of the Juaben Traditional Area of Asante − on August 31 1971, at the age of 26. An electrical engineer by training, he decided to leave the employ of the Electricity Corporation of Ghana and make the development of his State a priority.
Fifty years on, from the days of Dr. K.A. Busia, Acheampong, Akuffo, Rawlings, Limann, Rawlings, Kufuor, Mills, Mahama to Akufo-Addo in 2021, he has transformed Juaben into a modern town. He uses every opportunity that he has to advance the cause of Juaben. Every development agency that has ever dealt with Nana Otuo Siriboe has been persuaded to leave a mark in Juaben. Under his supervision and guidance, Juaben has benefitted from electricity, potable water, a market, hospital, police station, some bungalows for the police, a circuit court, an asphalted road network, street lighting and other modern amenities.

A trusted lieutenant of both Otumfuo Opoku Ware II of blessed memory and the reigning Asantehene, Otumfuo Osei Tutu II, today Nana Otuo Siriboe II is a well-known and respected statesman across Ghana. He has had the privilege of serving in many sectors of public life in Ghana. In 1979, he was a Member of the Constituent Assembly that drafted the 1979 Constitution. Nana Otuo Siriboe II has also served on several Boards and Councils such as the Boards of the Lands’ Commission, GBC, The Trade Fair Authority and The Komfo Anokye Hospital and on the KNUST University and the Prisons Service Councils.
In 1992, he was thrust further into the limelight when, as a nominee of the Ashanti Regional House of Chiefs, he became a Member of the Consultative Assembly, serving as the Chairman of the Business Committee, that spearheaded the drafting of the 1992 Constitution. He was a Member of the Council of State between 2001 until 2008 under President J.A. Kufuor. In 2017, he was appointed a Member of the Council of State by President Nana Addo Dankwa Akufo-Addo and was unanimously elected as Chairman of the Council of State becoming the first traditional ruler in Ghana’s history to occupy that august position. Reappointed to the Council of State in 2021 and re-elected as Chairman, he has also become the first Ghanaian in history to be a two-term chairperson of the Council of State.
This 308-page Golden Jubilee coffee table book chronicles the major milestones of Nana Otuo Siriboe II’s reign through captivating photographs, interesting newspaper clippings, and thought-provoking newspaper editorials; and has travelled through a 25-year journey to get to this point.
The History of Juaben was authored by Emeritus Professor Albert Adu Boahen of blessed memory and the Juabenhene’s biography and key achievements by Professor Robert Addo-Fening for the 25th and 40th anniversary brochures respectively. Abyna-Ansaa Adjei, on her part, documents Nana Otuo Siriboe II’s activities of the past 10 years, his views on his 50-year reign as well as the views of some Juaben citizens.
